It is an oldl thread, and maybe you already found a solution. But to help others too I add my solution.
The trouble is that PDF scales your report in some way.
I solved it by adding a Text item with a fixed width of 1400px and a height of 1 px. Experiment a little bit with the width that you require.
There is no text in the Text Item, but Cognos takes it into account.
I use this solution in many reports. Since then I didn't have a problem.

Hi All,
We're battling to get the PDF settings correct within any CA Report.
We're using A4 page size and have tried both Portrait and Landscape view, but it never resizes correctly to fit a single page. Even when there is not much data showing on the List report.
Anyone experienced something similar?
