Thank you for the input. Yes, I am able to import fonts and generate barcodes via pdf.
However, my business use case is to generate barcodes in html for printing purposes.
Is there any workaround for html? Thank you.

We've managed to get Cognos reports to generate barcodes by simply embedding a google barcode font, rather than importing a font into the Cognos application.
eg: https://fonts.google.com/specimen/Libre+Barcode+128
This worked for both HTML and PDF based reports.
