Is it possible to automate the adding and deleting user in particular report instead of manually. Could you please suggest me.

I haven't done it my self, but I believe you could create a distribution list in Cognos, in admin console-->Configuration-->Distribution List and Contacts. In that distribution list you can add single users or groups imported from your authenication provider, eg. LDAP. Meaning, if you add a group, you can manage the users in your authentication provider.

As a standard Security Control practice, we create AD Email groups outside of Cognos so that it can be used for different applications. You can get one Email Distribution list created in outlook and Owner of it can manage users within it. In Cognos, you just need to use this email list to send emails.
