I'm not extremely familiar with map offline, so I'm going to focus my answer on core Anywhere. Unless you're in a situation where you have to work offline, I'd strongly suggest trying to stay connected. Apps may occasionally go offline, which is fine, but I wouldn't do that by choice. Yes there can be quite a bit of data downloaded, especially if your technicians are downloading attachments, but Maximo works significantly better in a connected state (and in some cases, like the inventory apps, are only supported connected).
Validation on the device is OK, but there are many times where IBM/the customer has implemented additional restrictions (data restrictions, automation scripts, or java classes) that may not have been implemented inside of Anywhere. When a record is invalid, everything entered on that record after that change has to be undone almost every time (unless you can somehow fix the issue on the Maximo side). The reason Anywhere does this is because if action A fails, action B & C may not have been valid and/or desired. For example, if you entered labor and then completed the work order, if the labor entry failed, you probably don't want the work order to still be completed. If the record fails quickly, your technician will remember what they changed on the record (labor entered, work logs, failure reporting, etc.). If the technician waits until the end of the day to sync, especially if they had multiple records that failed, you potentially lose important information. Accurate reporting of data is one of the primary drivers of utilizing a mobile application.
As for WiFi/cellular, that depends on each situation. We see some organizations use Anywhere on company issued phones which makes Cellular a good option if you're in areas that don't have WiFi. If you have WiFi though, unless it's extremely poor (either speeds or coverage), that tends to be the better option.

To be honest, I feel like I haven't fully grasped the options/scenarios.
