I think Tim handled the responsive design part. It's about adjusting the UI to the size of the device so that a tablet and desktop PC can all use the same application comfortably. That's not to say we don't want to be performant as well but isn't what we refer to in regards to responsive design. As a FYI, most of the legacy work centers were not designed for phone support so trying to utilize work center apps like Manage Inventory for example would be difficult on a phone screen.
Investigating the network requests on a desktop PC to see where the time is being spent is a good first step. If the issue is with a particular API call that can be investigated and potentially improved.
If you have entitlements to App Points (our new licensing model for MAS), I would suggest looking at the Maximo Mobile Inspection application if you're just getting started with Inspections. This application can also be used in the web if you're not interested in the offline capabilities. This is built on our new UI framework and adds quite a bit of new functionality (select all that apply, physical signature, conditions on numerical values, ability to cancel an inspection, etc.) with even more upcoming in our 8.8 release in July to support things like domain based questions and capturing your coordinates. The legacy conduct an inspection work center is still supported but is not being enhanced so all the functionality we're adding won't be available in that version of the application.
This new UI framework standardizes our role based applications for both Mobile & desktop use cases and provides customers a way to configure the apps (adding new fields for example) which wasn't possible in the legacy work centers. These apps were built for phone & tablet support (in addition to desktop PC) so they're more responsive in that regard. I think you'd be happy with the performance improvements as well.
