When I looked it was tricky to find details.
This below diagram showing the fee-based service extension period for AIX 7.1.
If I find more public information I will let you know:

Hello Nigel Griffiths,
Thank you for feedback about this.
However, about our BP and customer have with concern questions for "Fee-based service extension".
I've tried to searching IBM internal such as W3, Salesforce and Google but there no official IBM's doc was reference or mention about "Fee-based service extension".
That's why i post in community channel.
And I am wondering about the AIX roadmap document was created by IBM Power Product, why there no document or more detail for each strategy roadmap state?
Thank you so much for your feed back.
Best regards,
Charin Kumjudpai (IBMTH, AIX local support)

Charin,
Perhaps, you are new to IBM and do not realise this is a worldwide public forum.
I think it would be best if you ask such questions on the IBM internal Slack workspace "IBM Power" and channel "AIX".
In short: "Fee-based service extension" is a higher price and less proactive IBM Support for your old AIX versions.
For example, customers are less likely to get bug fixes built and tested. The fix might already be in newer AIX versions.
I think customers need to sort out paying for the extension each year. Newer HMCs will also be warning you when if works out your AIX support has ended.
If the customer does not pay for the extension then they are not supported at all.
Please recommend your customers upgrade to AIX 7.2 or AIX 7.3.
It is simple to do. Particularly, if the upgrade is to a spare alternative disk(s). This allows a very quick and clean back out of the upgrade and an online backup for previous rootvg files.
AIX fantastic backward compatibility- if your applications run on AIX 7.1 they WILL run just fine on AIX 7.2/AIX 7.3 and IBM guarantees that.
They will also be better performance with newer AIX levels and 100% full IBM support.
Cheers, N

Hi AIX and System P team,
Our client having many AIX 7.1 servers running (No plan Or not able to upgrade to 7.2 soon).
By reference the AIX roadmap
in URL:
https://www.ibm.com/downloads/cas/O1YP5RYZ (Figure 1. Support timeline for future generations of AIX)
and
https://www.ibm.com/downloads/cas/knvx8vwrHere are our client's concern questions and raise to IBM support?1. Please explanation about "Fee-based service extension"?
2. If customer servers stay running AIX 7.1 in Fee-based service extension period.
- Do our customer needs to purchase the extras services such as extension services?
Or
- If customer NOT purchase the extras services such as extension services.
-- What about the support case? Do they still able to continue to open case support?
-- Is there any limitation or conditions if customer still running AIX 7.1 during Fee-based service extension period?
Best regards,
