In addition to information provided in aforesaid comments...
Since you mentioned "test" environment, I am assuming you are setting up a temporary environment for your usage.
You can access the Cognos application seamlessly via either of the 2 dispatcher URIs in your scenario.
App tier should internally distribute & process the requests amongst available dispatchers.
Server Farm/IIS will help you to load balance the requests amongst underlying 2 application (dispatcher) tier components.

In my test environment I have a primary CA 11.1.6 server with Gateway, application tier, and CM installed. I've also have a second CA 11.1.6 server with application tier, and CM installed. This is the standby CM server. I've set up the URLs on both servers to list out the primary server first and the standby as second.
My question to you is - what do I need to do for accessing the second application tier? Per IBM doc#721319 I should setup server farms in IIS but is that all? What steps are needed to configure the 2nd application server so that it is available for processing requests?
As you can tell this is my first time with a distributed system. All prior setups have been a single server instance. Thanks in advance for your help and advice.
