When I saw your post some days ago I did not consider it so important.
But what a big change of approach from IBM !
That means that every person who works with Cognos inhouse should know the email of the one used to do the deal with IBM!
And what happens with customer that work with a IBM supplier in the middle ?
I really don't understand these commercial approaches from IBM. Closing more and more the access to products learning while competitors do exactly the opposite.
Not very surprising that competitors are far ahead IBM.

If I login with my work IBM id ( which is attached to a Cognos customer number) then I can see all Technotes.
But I do not see some of them if I am logged with my personal IBM id ( no Cognos customer number).

I did not try to look for Cognos technotes for a while. Now it is asking to Login with IBM id to view a technote.
For example, I get a list of links on the Cognos 101
If I try to access any link ( e.g. https://www.ibm.com/support/pages/node/7159924 ) I am prompted to login.
I login with my personal IBM id and then I get this message:
Oh no! It looks like you've hit a roadblock.
You are not authorized to view the requested IBM Software Support page.
