DNS is not required for the partnership. The connectivity required for an IP partnership is in the product documentation.
For policy-based replication, the IP connectivity requirements are in the Planning topic, for example:

That command (and associated 'cluster_ip' property) is only applicable if the partnership between systems is an IP partnership. It is not required for an FC partnership.

To change the IP address of the partner system, first use the command "chpartnership -stop remote-system-name" to stop the partnership. Then, use "chpartnership -clusterip newipaddress remote-system-name" and start the partnership with "chpartnership -start remote-system-name"
