Apologies for the delayed reply, I was out of the office for a couple weeks.
There is a ZAP for overriding the DBMS version check (or at least there was, we are on v11.7 now and the override is not needed). I provided below the steps given to me by Optim Support a few years ago. Again, this is a "use at your own risk" override and it will not allow you to use any new features tied to SQL 2019.
1. Open Optim Configuration tool
2. Select 'File'
3. Hold ctrl and shift keys, then select "Import Registry Data"
4. Default password is 'optim', but you may have changed that.
5. Find the key 'IgnoreDBMSVerCheck'
6. Change the Value field from '0' to 'D'
7. Say OK.

The latest I heard was the next version of Optim will be released sometime in Q4 2021. The Optim product management group will hopefully have more details to share with us at the next OVUG meeting in September. We are also needing full support of SQL 2019 as we currently have a migration underway from SQL 2016 & 2017 to SQL 2019.
FYI: It is possible to have Optim connect and run against SQL 2019 by ignoring the DBMS version check it does, but it won't support any new features of that DBMS release which may not be an option for some users. IBM will also not support any cases you open related to it if something doesn't work since SQL 2019 is currently unsupported, so it's definitely a "use at your own risk" situation.

Optim 11.3.0.8 doesn't support SQL Server 2019, it should be part of the next major release Optim 11.7.0.0
