It's used more than just a user utilizing the quick action change status. There are places in Maximo where it gets the default internal value for a status such as when you put a WO In Progress by starting a timer. Since this change status has to happen silently without a prompt, it retrieves what the default is for that status change instead of making the user select.
I wouldn't be concerned making the change unless you don't want to impact other silent operations like that. If you just want to support a quick action change status to a different status and are on 7.6.1.X you can utilize an action automation script to launch the change status dialog and select the status.
