I think for the MXAPIWODETAIL queries, for example "My Schedule", you will not see the difference because Maximo Mobile will send request for data when you select that query in UI. But definitely you should see difference with download speed with other data like for example assets.
Just to be sure that pre loaded database was properly prepared for your user you can use this query:
"In addition, the administrator can retrieve status information from the browser by openingHTTPS://hostname:port/maximo/oslc/graphite/mobile/db?info=1&user=username
. The complete mobile ID record is displayed in JSON for the user who is specified in the user parameter. If no user is specified, information for the user who is logged in is displayed. If the info parameter is set to all, then all mobile ID records are returned as JSON."

I have tried with and without preloaded database for same MXAPIWODETAIL query clause and i have noticed no change in initial full sync time on windows app and as well as on Mobile app(android device). This is on IBM sample database.
How exactly preload database improve sync time, does it improve the delta sync only? I know that it also sync's attachments during initial full sync.

I know its depends on bandwidth ,latency, memory of the device etc.
