When you bring an asset 'online' it does not consume spare parts. Spare parts are just a list of parts that have been either identified as parts that could be used to fix the asset. They may have been populated from the OEM parts list via the IAS, but does not mean that you issue then when you commission the asset. Nor does it that your inventory goes up by that amount. Spare parts are just a reference to find as quickly as possible the item when fixing or for buying.
The gap I think could be around you getting a set of OEM parts with the asset and these need to go into the stores at some stage. Unfortunately, that is a separate process.

When a rotating asset is made operating at a location, the spare parts associated with it will also be consumed. So, not too sure IBM's rationale for this functionality being built as it is currently.
