    I want to use Maximo scheduled reports to monitor for issues with my data.

    For example, if a certain report/query returns records, then email me.
    Alternatively, if a different report doesn't return records, then email me.

    Is it possible to set up a scheduled report so that it only emails the recipients if a condition is met? (i.e. based on record count)

    Escalations might be your best option.  It may be a little redundant as the logic to look for records would have to be duplicated in the Escalation but it will allow you a great deal of flexibility to control the email content and Distribution.

    I would agree with Julio, in fact i would say this is the best way to do this instead of scheduling the report e.g. Create the escalation to run the query at the desired frequency to check for the data you need then:
    1.  If No records returned you can just send the email notification
    2.  If records exist run an action that will run the report for you and email it to the required recipients with the report attached. (This may have to be done using an automation script action)
