I would agree with Julio, in fact i would say this is the best way to do this instead of scheduling the report e.g. Create the escalation to run the query at the desired frequency to check for the data you need then:
- If No records returned you can just send the email notification
- If records exist run an action that will run the report for you and email it to the required recipients with the report attached. (This may have to be done using an automation script action)

Note:
Ideally, I would do this via Oracle Scheduler, not through Maximo. But that would mean I would need to involve my DBA ... and I wouldn't have control over the things I want to monitor. That would be very inefficient & ineffective due to office politics challenges.
It would be much better to find a way to do the monitoring myself (as MAXADMIN). So I wondered if reports might be an easy & efficient way to do it.
