You seem to have two questions going on here. The dialog you are showing uses HTTPS (TCP port 443) to send your issue report to IBM SPSS. The resultant error window you show is this port is not available on your device. Is it possible your device was not participating in a network that had access to the internet when you tried to send this report? Is it possible that your organization might be blocking such access (particularly on TCP port 443)?
Check that your device has access to the internet:
- Can you get to the IBM Documentation site using your preferred browser?
- Can you get to the same place via the "Help -> Topics" menu in IBM SPSS Statistics?
As far as reporting a defect goes, certainly you can get IBM SPSS attention by reporting your issue here.
In this case though, it seems like the current behavior is "as-designed". I can replicate what you describe with regard to UVALIDN. But I also note there are other unweighted summaries that do not appear in the user interface for Custom Tables. For example: UMEAN
