Interrupt Delay is technically part of I/O response time. Unlike the original subcomponents: IOSQ, PEND, CONNECT, and DISCONNECT, I/O Interrupt Delay has nothing to do with your storage; it is entirely within the CEC.

In recent years, IBM has updated their guidance on CPENABLE and, with z/OS 3.1 we introduce a new option CPENABLE=SYSTEM. Rather than specific high/low values, this new option will apply IBM's recommended setting (currently "5,15" for z14 and later) and CPENABLE=SYSTEM is the default.
