This issue was seen during upgrade from ESS Legacy 5.3.7 to ESS 6.1.0.1 release.
After upgrade, httpd service was not seen functioning properly as expected. See the error below:

This issue is seen due to the httpd service not running before config load task.
Restarting the httpd service at this point will fix this issue.
This issue is now fixed in 6.1.0.2 release.
