I verified the permission again.
So this permission is required to populate the data on Reference Data Management app. without this permission you can see the app but not data on the app.
with "View Reference Data" permission, you can see the data on "Reference Data Management app".
with out "View Reference Data" permission, You can see the "Reference Data Management app" but it will not show any data.

Interesting because we have some examples where users can use those filters but DO NOT have the platform configuration view reference data box checked off on their security role. Do you know if this was something new with the UP7 upgrade?

Hello Rawan,
So this permission basically allow you to search events on log activity tab with reference set filters.
So you won't get access to read reference set but only events where property exist in reference set.
