We have customized a two-steps recertification process in IGI. The problem of this approach is that second step reviews have to wait until the formers takes their decisions. 

If the reviewers of the first step take their decision when the deadline is close, the other won't have time for their revision. Futhermore, they are not notified (except at the beginning of the campaign) when they can act thus they have to login IGI day by day for checking if they first step has been concluded. Even worse, they doesn't know who the first-step responsables are. As summary, they second step reviewers feel their hands tied.
