Based on the settings described I assume you are speaking about an Android device policy and Android Enterprise settings.
In fact there is no setting at present to set NTP server. Generally speaking mobile devices with SIM cards will take the time from the network / cell operator and if over WiFi I believe they get that set over the Internet.
There are several settings in the Android policy related to time - you can perform a keyword search using "time" in the search bar within the policy and it will indicate the policy settings.
Alternatively and using OEMConfig - depending on the brand - this may be possible. For example, for Samsung devices, you have Knox Service Plugin. I have written a blog on setting up OEM Config and this is a very useful way to implement manufacturer settings in addition to the Android policy settings from Google.

I have multiple policies for different sites. Is there a way to assign a time zone and NTP server within the policy? I have drilled down through all of the possible settings but cannot find one.
I know that during the QR code enrollment the locale and time zone can be selected, but not an NTP server.
