I did run into this issue yesterday when trying to install Qradar console on Vmware Workstation 17.0.2 pro on my personal PC. This really seems to be a problem with the connectivity to network. In my case I was using bridge on my virtual michine and I did get this error. On internet I did find some info about possible bug which was breaking the bridge on this vmware version. What I noticed is that in the window where you are choosing which interface will be used for console was missing + which means the interface is in state down. This can be confirmed in cli with command "ip ad". I did reinstall the version of VMware to 17.0.0 and tried again, but same problem, interface still down. So I added another network card and the new interface was up, so I did remove the first/old network card and used this new one and after that I could finish installation without any issue. Seems like there was some issue preventing the installation finish as long as the old network card was still part of the virtual machine.

If you experience an upgrade error, you should open a case for QRadar Support. There is not enough information about the issue to determine any root cause or errors that could lead to a diagnosis or procedures to assist.
Open a case with our team so we can investigate. If you have SSH access, you can get logs from the command line, which would be required to determine why the upgrade failed. For more information, see https://ibm.biz/qradarlogs.
