Still struggling with this. Cert based login works for initial authentication but not for step-up authentication in an appliance based installation - gives above error. On a container based installation cert based login works for both initial as well as step up authentication.
I am not able to fully lookup the error from https://www.ibm.com/support/pages/system/files/inline-files/verifyaccess%2010.0.7_messages_0.pdf to triage this further.

Hi, could you please direct me to the correct error reference page for this error code? Specifically, I am trying to step-up a user from forms authentication to client certificate based authentication and I am getting this error:
- Error Code: 0x38cf044f
- Error Text: DPWWA1103I Reauthentication required
Not really sure why the reauthentication is being forced in a step-up use-case even though reauth=true extended attribute is not added to the POP attached to the resource requiring a step-up authentication. I am able to do a step-up using EAI such as Duo but not through cert-based authentication and I am unable to get proper documentation/guidance on the above error codes. Adding reauth=true does change the behavior so I am sure reauth=true is not being added/applied in my step-up use case but still I can't get it to work using cert-based authentication.
Please guide.
