 SPSS Statistics V30 not launching to "Activate IBM SPSS Statistics" screen. Sigma logo appears and disappears. Application event log entry below

Just installed SPSS Statistics V30. When launching SPSS the Sigma logo appears and then disappears after a few seconds without getting to "Activate IBM SPSS Statistics" screen. Confirmed our SentinelOne and firewall not the issue. Application event log point so ntddl.dll file info below. 

BTW - Tried Run As Admin - not the issue. When I run in "Compatibility mode" Windows 7 it launches to the Activate IBM SPSS Statistics" screen fine.
