Check the contents of your 'lservrc' file. Is there a legitimate license string there? Pursue with your organization: Did they give you an appropriate authorization code for your SPSS client product?
Check the permissions of your 'lservrc' file. Is it owned by your Administrator, and that credential is the only one with read/write/execute privilege? If the credentials you use to run the License Authorization Wizard do not have sufficient privileges to edit the configuration files ('lservrc' and potentially 'commutelicense.ini') then your licensing action will fail.
