PowerHA debits core from PEP 2.0

Hello

We're experiencing a PEP 2.0 pool where an LPAR consumes pool credits, and there's no apparent reason for this, as PowerHA isn't being used; it only has the product installed.
IBM i V7R5
Is there a cause? Parameterization?
