We are using Db2 12 from the ADCD distribution and need to access Db2 from Windows using ODBC. The Windows drivers are installed but fail with a message that a licence is needed. How can we obtain a licence for ODBC? The documentation seems a bit confusing about whether the licence is obtained from Db2 on z/OS or from an activation CD.

I am assuming that requestor will be Db2 Client for JDBC and ODBC - and server is Db2 z/OS.
For JDBC try to put in a classpath jar file db2jcc_license_cisuz.jar and try again. This file should be available on m/f from where you have activation package for Db2 LUW or somewhere else :-)
For ODBC - assuming you catalogued remote database - you will need db2consv_ee.lic license file; it should be available on m/f as well ...
