The CDN Cloudflare is facing an indiscriminate blockage in Spain due to being impossible for a ISP to differentiate a HTTPS connection to a legitimate website hosted in Cloudlfare (like “anaconda.org” or “conda-forge.org”) from an illegal IPTV service. You can read about the issue here:
These blockages are enforced during “important” football matches. Mainly during the weekends. And they are not going to stop soon, since La Liga has recently won an appeal from Cloudflare and RootedCON against this indiscriminate blockage. I have written to their “people and companies affected by (their blockage on) Cloudflare” email, afectadoscloudflare@laliga.es, to tell them about my situation. Hopefully they will do something if lots of people ask them to unblock a certain set of specific URLs, like checking if such URLs are being served from a particular Cloudflare IP before blocking it. But of course there is no guarantee at all.
The issue is that the following IBM Quantum Platform and IBM Cloud Platform are served through Cloudflare and, hence, subjected to this randoms blockages:
- us-east.quantum-computing.cloud.ibm.com
- api.quantum-computing.ibm.com
- docs.quantum.ibm.com
- quantum.ibm.com
Are there any alternatives to the Cloudflare CDN for the IBM costumers and users? We really need such alternatives in Spain as long as the legal conflict between "La Liga" and Cloudflare is not solved. This is affecting all the IBM Quantum Platform users, both through the free and the pay-as-you-go plans. I am not sure whether Spanish users of other parts of IBM Cloud platform are also affected. But any service currently using Cloudfront is facing random blockages in Spain. Mainly concentrated during the weekends (when there are football matches).
