 Dedicated Server Unreachable

Hopefully someone here can help me. We have a bare metal, dedicated "classic infrastructure" server that is unaccessible via public IP or KVM/SSL. The portal even shows it has limited connectivity. This is obviously a hardware issue either on the server or in the data center, yet I can not get support, after over 10 year of us being a customer. We are at wits end on this.
