 Dark Theme Mashup not installing correctly

We are looking to implement the Dark Theme mashup, but it is not installing correctly. We installed it on our sandbox, and it is looking like this:

vs the example on the Targetprocess support page:

Any idea what we are not doing. The instructions just say to install it.
