I tried the download link and it worked for me.
There might have been an issue with the redirect from the form to the server that is timing out. I will note that after logging in, it did take about 20 seconds for it to redirect me to the files for download and I'm in the US.
What to do
1. Try the download again later today or tomorrow.
2. If the issue continues, you should be able to report the problem to the MRS team (Marketing Server) that hosts the file to confirm the issue.
3. If you continue to experience problems, update your forum thread you started on this topic and add an update.
The file download worked for me, but it was slower today than I've seen in the past, but try again and let us know if you get a specific error or the issue continues or open an issue with the MRS team via the website link you showed in the screen capture here.
