I am not sure if all of the files are giving you a 403 error or just a specific file as the screen capture showed the key file in the URL. I've checked again and confirmed that both myself and a co-worker can download the software (US and Canada), which is why I'm asking if you are having an issue with a specific file or if this might be a geography issue. As I cannot confirm it is a geo issue or not, I'm going to recommend that you open a case for the downloads team to investigate. If you have issues with the form, you can send an email to mktsystm@us.ibm.com.
1. Return to the QRadar download page and click the Sign up support link.
2. Fill out the fields in the survey to explain the download problem.

3. A download support team member will respond to your issue.
