Hi JJ,

I would say the TBM Studio space with a CCM tag is the best option.  And maybe be sure to use both CCM and Cloud Cost Management in the text so people can find it.  For collaboration I'd suggest posting as a discussion. For a question you need answered I'd recommend posting it as a question.  We have a team of Apptio First Responders who check the new questions every day and either respond or investigate to come back with an answer.
