I would like to know if Apptio is available in French language and how to enable.

It seems that the only official versions are English and Japanese (link).
The help page states: "Submit a feature request if your organization requires other languages." I suggest you discuss this topic with your Customer Success Manager, @Carolina Carrasco

@Guillermo Cuadrado is correct.  Currently all Apptio products are in English and Cloudability is also available in Japanese.   I realize this isn't the best answer and second Guillermo's suggestion to submit a feature request. and speak with your CSM.

I don't know how well it would work but since Apptio Products are browser based you might try using the browers settings to translate.  I've tested but sadly my language skills aren't good enough to evaluate how effective the translations are.
