Havent done deep dive to PowerVC 2.0.2 documentation yet...but where does this RHEL HA license requirement come from? Is it stated somewhere, or will the PowerVC 2.0.2 installation fail automagically if U R missing the HA license / RHEL repo?

Unfortunately you need the HA repo, also in a one node cluster. Therefore if you want a supported configuration, you need to buy the HA subscription.

For using RHEL High Availability yum repository, it need to purchase RHEL HA add-on license.
