OpenSSL 1.1.1 for AIX

OpenSSL 1.1.1 is now available for AIX at the web download pack site. To allow for the option of OpenSSL with only strong ciphers, and alternative 1.1.2.1200 fileset is provided as an alternative. These filesets along with associated Readme files can be found at:

Hi Victor, no specific linkage to NIST, etc. We just wanted to provide a newer version for our AIX users.
