Referring to SAP Note 1984882 SAP HANA instances can be increased memory and core wise by leveraging the flexibility of a cloud + using HSR to a larger T-Shirt size.

For on premise this use case was not that attractive as there needs to be a time window having two instances up and running requiring more than twice the hardware AND having alternatives to it to minimize the downtime by other means.
