I have opened a ticket with IBM and they are seeing the same behavior. I think MS has removed the ability to install what IBM needs as the Tools installation always must go to internet to install

"There is both ISO and Web installer of Visual Studio Community 2015. As far as I know the Universal App Development tools are not part of the ISO installer and they are downloaded during the installation."

    https://stackoverflow.com/questions/33038226/how-to-download-windows-10-development-tools

I am using the ISO to do my install (I have tried web and various versions of ISO all fail at same point)

When the installer goes out to get the JavaScript its no longer there and MS does not care since this is so old..

I have uninstalled VS 2017 as the Anywhere Container Install gets to a screen that only offers 2015 as a VS and IBM says they think 2017 will work but have no plans to QA it and modify the installer to allow selection. I ma back to same errors with 2015 again.

    Pathetic reply from IBM Support!!!!!

    Hi David,

I am not sure why Visual Studio is not installing, I do have it working in one environment. In my other environment I uninstalled VS 2015 so I could reinstall VS 2015 with update 3 and now I am having issues, I have seen other reports of that going back a few years on Microsoft boards, I get an error that a file is missing or corrupt. This is an issue with Microsoft not Anywhere. We do have clients using Anywhere 764 with Windows and as I stated my original install in my second environment works fine and has the correct SDK and Tools. I initially installed VS 2015 with no updates and that is where I had an issue installing the update from Microsoft. I can not answer why the update is not working. Unfortunately that is the version of Visual Studio that is required.

    ***************************************************************************************

So where does this leave us as customers????????? I dont care how they fix it but IBM must fix this with MS or get us a new installer to install what they want to build anywhere Apps....

    This was my reply:

This is the entire point. Brand new installs will no longer work as MS has removed support for the product that IBM wants. I am now testing on another machine just to see it happen on a 3rd machine now. Yes, old installs may have worked. This does not help me doing a new install.

I dont care how this gets solved but I need a new install to work so that I can build apps. IBM must fix what they need to build or get ability to install what is needed. Or solve how to get around not having what will not install...

This is an IBM problem not MS... IBM should open a service request with MS to solve this so I can build my Anywhere Apps.

Think I'm seeing the same behaviour as you. The VS setup lets me select "Tools (1.4.1) with Windows 10 SDK (10.0.14393)" when I modify the VS 2015 Community installation, then the install runs, but then when I reopen the setup again the option for "Tools (1.4.1) with Windows 10 SDK (10.0.14393)" is unselected again as though it hasn't installed. Is that what you're seeing?

Did you try building the app container at all? What error does it give you on that?

I'm thinking I may need to raise a PMR for this one too.

    Thanks

    Matt

I actually have a PMR open with IBM and I am working with Microsoft as well. Microsoft is aware of the problem and acknowledges it on their side. Tied to their effort to deprecate the web installers of 2015 still leaves the 2 java components going to web to install even when using the ISO installer. They are trying to fix. Their first suggestion was to use VS 2017 or 2019. LOL

IBM sees the problem and they have confirmed they cannot go to VS 2019 as it lost a functionality they must have. They are working to see if they can get the product working with VS 2017 as we speak.

So, hoping it will pop by one of them.

Microsoft has in fact fixed the problem.

The installer now works and I was able to successfully install VS 2015 as needed on machine.

    Here was MS response

A new comment on a Visual Studio 2015 Install Fails JavaScript Language Service & JavaScript Project System was posted by Matt Cavallari [MSFT] on Developer Community:

We were able to successfully identify the issue as well as a fix that is expected to unblock you. The affected files that were taken off the download center have been resigned and republished. We appreciate your patience on this while we addressed the underlying security issues and unblocked users. It is expected that the ISO installation will now acquire and install these packages successfully without needing further changes (other than redoing the install). If you do continue to see issues, I ask you ensure that you are using the latest available ISO available: https://my.visualstudio.com/Downloads?q=visual%20studio%202017%2015.9&wt.mc_id=o~msft~vscom~older-downloads

    David,

We are still not able to build windows apps and getting an MSBUILD failure. What did you do different after the Microsoft fix? Looking at the link provided, it directs us to visual studio 2017 so did you filter for 2015 and then download Visual Studio 2015 Update 3 (Release date: 27/Jun/2016). Looking forward to hearing how to get this solved once and for all.

    FYI - I posted a related RFE / Idea:

It's rather light on details though. Feel free to suggest edits.

    Cheers.
