    IBM MQ is a licensed program product.  Best advice is to contact IBM marketing rep.

    The IBM preferred method of product delivery is via internet.

    That said, there are still places on the planet with limited internet, where it would be appropriate to install via physical media.      A DR plan could/should/might specify physical media for platform rebuilding. 

    You could initially download installation media, and then burn it off to DVD/CD or other physical media, then hand-carry it. I did this exact thing a few years ago to install MQ for a client in the Bahamas. 

    If the portal doesn't offer DVD/CD delivery, and you have no other options,     contact your IBM marketing rep and request physical media delivery.
