sorry no. IBM has got no replacement for a Db2 Admin Frontend like Db2 Control Center was for a long time.
Well, yes, you can create objects in a database with DMC, but only if you can script the commands. For the occasional DBA it was quite easy with Control Center to create a bufferpool with a GUI, see tablespaces, etc.
But on the other hand, if you administer your environments with scripts and maybe some source code control system in the background, you can keep your environments more consistently in modern times with agile deployments, and so on...

I believe DSM - Data Server Manager is the replacement product for Optim. But, Data Management Console is the new DSM! :)
