The report has to be defined in Peoplesoft along with distribution list. I have attached an old ppt that discusses the Peoplesoft job type.

We haven't setup a PeopleSoft job using the -outputtype Email before in the IBM workload scheduler so I'm sure we are just missing something. When we tried to run the job it failed with a message saying "Attempt to email report failed because the email address list for distribution is blank" When the developer runs the job themselves via the PeopleSoft interface it works. I'm not sure if I need to add something to the task string or if they need to configure something in differently in PeopleSoft.
The task string:
-process PSQUERY -type 'Application Engine' -runcontrol UKFPQRY1_Verify_Award_Balance -outputtype Email -outputformat XLS
