    libzip is published first time today in Toolbox. 
    May be you are referring to some other package ? Lot of other compression softwares also has "zip" in their name.

    My mistake!  I downloaded libzip from perzl.org last year.

    I am however looking for a version newer than 1.7 for building PHP 8.1.9

    I don't see libzip on the Toolbox web page?  https://www.ibm.com/support/pages/aix-toolbox-open-source-software-downloads-alpha

    Also the yum utility is unable to find it.

    I do see libzip if I go directly to https://public.dhe.ibm.com/aix/freeSoftware/aixtoolbox/RPMS/ppc/libzip/  , version 1.8.0-1

    Does it take a day or 2 to get published properly ?

    Yes it takes some time to be reflected in yum repo and on toolbox webpage.
    Please wait for couple of days.
