Why GSKCapiCmd User's Guide password protected?

    After Mark's question about GSKit/gsk8capicmd command [1],
    I looked for an online reference to the manual.


    I found it on this page:
    https://www.ibm.com/docs/en/informix-servers/12.10?topic=protocol-global-security-kit-gskit

    Which links to it here: 
    GSKCapiCmd User's Guide at
    ftp://ftp.software.ibm.com/software/webserver/appserv/library/v80/GSK_CapiCmd_UserGuide.pdf

    But the link is password proctected.

    Fortunately I cached myself a copy sometime ago, but why is this not publically available?
    Perhaps it should be changed to a https: link instead of ftp?
