    Does it work when you run who as root? In case it does, check file permissions on /etc/utmp.

    Is /etc/utmp zero sized? Is your root file system full?

    -rw-r--r-- 1 root system 27216 Dec 18 18:47 utmp

    my root vg has the enough free space

    my ssh version is
    # ssh -V
