The usual reason for an installation failure with older versions of Statistics is not having permission to write the extension files to the location for extensions. So, first check where V25 wants to put those files by running the SHOW EXT command from a syntax window. If these are under \Program Files (assuming this is Windows), starting Statistics via Run As Administrator will probably allow this.
Beyond that, you can create two environment variables, SPSS_CDIALOGS_PATH and
SPSS_EXTENSIONS_PATH specifying locations where you can save files. On Windows you do this from the Windows Control Panel. Exact details depend on the Windows version.
Then restarting Statistics and trying the install should work.
V28 has finally pretty much eliminated these problems.
