    not quite sure of the question here but I will assume that this is referring to the redistribution of Clients – which is not permitted with regular MQ clients unless under license from IBM. However as MQTT clients are made available as open source there is not a problem with redistribution of the clients – however the MQ Server that they connect to must be licensed as per the regular IBM IPLA license
