The ODR is like the proxy server and gets its routing information from a facility called ODC or On-demand Configuration. This information is provided by the synergy of all the JVMs working together and is propagated around the cell via the core groups and their bridging mechanisms (if multiple core groups are configured).
ODC provies on-demand information to the ODR like where services are available, what servers are available in a cluster, etc. ODR also uses a mechanism called dWLM or distributed Workload Management. This is the underlying component that actually makes decisions about the availability of servers/services in the cell.
