I’ve seen a lot of conflicting information on getting a WebDAV server running. It appears that at one point, a WebDAV servlet needed to be downloaded and deployed; but Tamino 4.4, which we are running, is claimed to have some sort of built in WebDAV service. If so, can anyone point me to documentation on how to get it running?

WebDAV in Tamino 4.4. runs out of the box.See she section on WebDAV in the documentation.
Access this e.g. via URL
http://host:port/tamino//ino:dav/ino:dav

Just to add to Harold’s response: the web server that you normally access Tamino with can be Apache2 or IIS, however for WebDAV functionality only Apache2 works.
