I had a similar issue on HMC 830. I was getting SSLHandshakeException and VTerm applet was not starting on HMC console. Below are the steps that I followed.
Here are a few suggestions that you can try. This will help resolve SSLHandShakeException seen before downloading the Applet.

Open Java Control panel on the endpoint where you want to open the VTerm applet. You should find this in System Preferences in Mac or Control Panel in Windows.

Click on Java tab and click view make sure your latest JRE release is Enabled and the rest disabled (if more than one JRE are present.)

Click on the Advanced tab and scroll down to Advanced Security Settings make sure all TLS version are checked (TLSv1.1, 1.2) and press Apply to Save and exit the Java Control panel.

You will need to restart your browser after doing the above steps. Now if you can try opening the VTerm applet.
Hope this helps, if you still seeing the issue please capture the Java Console logs with and provide the HMC level and Java version to understand the issue.
