You can build a custom adapter for such a service.
Building a custom adapter is requires some knowledge and experience - so my recommendation would be to either use assistance from IBM Expert Labs professional services or a business partner that has experience in the area. Especially SOAP based adapters requires some experience in how SDI/IVIDI works with XML and how to wrap the calls.

IBM Verify Directory Integrator, IVDI, (a.k.a. TDI) is an "enabling software" component of Verify SaaS. Meaning: you're allowed to use it a no cost in the context of a Verify SaaS deployment. See the Terms.
My 2 cents: with IVDI "Axis2 Web Service Server Connector" you'll have a WSDL service that could emulate your legacy IAM solution. Of course you would need to add logic to the IVDI assemblyline to call out to Verify SaaS to manage users in the Cloud Directory.
