When they become completely full, your system will start doing weird stuff. This is the result of scripts and programs not being able to write to temporary or permanent files, which will cause all sorts of errors everywhere on your system. And a lot of those errors cannot easily be traced back directly to the root cause.
To free up space, you need to find out who or what is taking up the space in the first place. Programs such as du can help you, especially if you monitor the output over time. You may also want to take a look at skulker - it helps you keep space requirements down by deleting certain old files.
If you cannot free up space, you can also increase the size of the filesystem. This can be done on the fly:
chfs -a size=+1G /tmp
to add 1GB to /tmp, for instance. Reducing the size of filesystems works the same way: chfs -a size=-1G /tmp
