Hi Dhandy. I assume that you meant FileNet Deployment Manager, not FileNet Configuration Manager. Deployment Manager is the tool that is used to re-assign object stores.
If the data sources in the destination domain point to a backup of the original database, that should be fine. The destination domain must have connectivity to any storage areas or full text search services that are used by the object store. There are a lot of pre-requisites that must be met for the re-assign object store operation to succeed. Please make sure that you have met all of the pre-requisites discussed here: https://www.ibm.com/docs/en/filenet-p8-platform/5.5.x?topic=store-validating-object-stores-reassignment
Please also make sure that the object store is deleted from the source domain before the destination domain starts using it.

Can the Reassign Object Store be performed using FileNet Configuration Manager to restore the backup/copy PROD-OS DB to my new Destination FileNet server?

Hi Dhandy. There is a process to reassign an object store from one domain to another domain. If both your old domain and the new domain are available, and are both configured to use the same directory configuration, then this may be a good option for you:
